NCS Equips Inmates with Skills for Life After Prison

The Nigerian Correctional Service (NCS) has declared a significant paradigm shift from punitive imprisonment to rehabilitation and reintegration of inmates, in line with the Establishment Act 2019.

Controller-General of NCS, Sylvester Nwakuche, made the declaration during the presentation of trade test certificates to 253 inmates trained in various vocations and the exhibition of their products at the Medium Custodial Centre, Kuje, FCT, on Thursday. Represented by Assistant Controller-General in charge of Training and Productivity, Nicholas Obiakor, Nwakuche said vocational training for inmates is in furtherance of Section 14 of the Act, which seeks to create economic opportunities and sustain livelihoods during rehabilitation.

“Our renewed mandate is to transform custodial centres from places of punitive confinement to safe havens where inmates are mentally emancipated from deviant tendencies to become useful to society,” he stated.

The Controller-General commended the FCT Command and partners for implementing the initiative, describing it as a laudable step in advancing human rights and dignity of inmates.

Controller of Prisons in the FCT, Christopher Gen, said the programme ensures inmates leave custodial centres as better citizens. “In recent years, we have produced ex-offenders involved in various crimes, including armed robbery, who have been completely transformed into employers of labour; and we will continue to graduate more in the years to come,” he noted.

The skills acquisition programme was designed by NCS in partnership with federal agencies and NGOs. Director of Skills Development and Certification at the Federal Ministry of Labour and Employment, Engr. Tiza Shaakaa, said the trade test certificates are internationally recognised, opening access to employment, entrepreneurship, financial inclusion, and career progression.

The event, attended by service chiefs, government representatives, and traditional rulers including His Royal Highness Dr. Haruna Tanko, the Gomo of Kuje, showcased inmate-made products and reaffirmed the Service’s commitment to rehabilitation and reintegration.
